During a recent client request for report design, I was working with bookmarks and attempting to use them to link different HTML pages.
Solution
Bookmarks work only for reports produced in HTML format. They work best when viewing saved report outputs, as the entire report appears in a single HTML page.
If you run a report interactively and more than one HTML page is generated, a bookmark will work only if the target exists in the page currently being viewed. (answered with help from Cognos Technical Support & Knowledge Base)
