Short Solution:
Must edit the System.xml file and change permissions on the folder and the target report(s). Note: This may not work on every version of ReportNet or Cognos 8. Please make sure that this is tested in your test environment and that the system.xml file is copied in case of corruption. This is located in Cognos' Knowledge Base.
Long Solution:
Stop Cognos Service.
Open the system.xml file at C:\Program Files\cognos\crn\templates\ps\portal or where ever the install directory is located in notepad or an xml editor.
Locate <param name="visible"> [permission ("read") or permission ("write") or permission ("execute") or permission ("traverse") or permission ("setPolicy")] </param>.
Remove the or permission("traverse")
Start Cognos Service
Sign on to Cognos' portal with administration rights.
Locate the drill folder and change its prosperities' to traverse.
Change the permissions to execute of each target report that is resides in the drill folder in step 7.
User should not see the target folder when signed on other than System Administrator.
Run the source report and click on the column that has the target linked to it.
Target report runs.
